Now imagine that a sizeable chunk of your revenue - let's say 15% - came from short term car park. Now let's say that you charge a sizeable chunk per car to park, per 15 minutes, and that the price goes up after that first 15 minutes. Now let's say that airlines measure and publish their _on time arrival_ performance figures AND those figures are calculated according to when the plane lands, not when the passenger leaves the airport. Imagine, cynically that no one cares when the customer leaves the airport apart from the passengers (who want to leave early) and you, the owner of the airport (who wants to maximise your revenue).
