Broken windows

I first read about the broken windows theory in Malcolm Gladwell's extraordinary "Tipping point" book.  Then today it popped up in Pragmatic Programmer Dave's blog- but this time in a software context.  "Hmmmmmmm", I thought. By the end of the day I'd used the "theory", as it relates to software development, twice in conversation.
